About Families & Communities Rising

Families & Communities Rising, formerly known as Chapel Hill Training Outreach Project, was established in 1969 with funding from the federal government as part of our nation’s earliest attempts to provide education services to young children with disabilities. Under the direction of Anne R. Sanford, who was the founder of FCR, the strategies and material developed by FCR during these early years became known as the Chapel Hill Model. The Model included assessment instruments, curricula, and strategies for parent involvement and family-centered programming. In 1983, the Chapel Hill Model vas validated unanimously for “exemplary program status” by the U.S. Department of Education’s Joint Dissemination Review Panel (JDRP). Recently, the Capel Hill Model was named the LAP System.


FCR strives to continue this innovation with FCR University, our professional development and community education resource tool in hopes to fulfill the mission and vision of our organization.

Meet our CEO

Mr. Terry David was raised in a large, loving family in Bennettsville, SC. He is the 17th of 18 children and he has a twin sister – she’s #16. After graduating high school, he joined the United States Air Force where he served as an Intelligence Specialist. Upon leaving the armed forces, he attended North Carolina Central University where he received both his bachelor’s degree in Public Administration and Master of Social Work.


Prior to joining FCR, Mr. David served as Head Start Director at Operation Breakthrough in Durham, NC and also with Monticello Area Communication Action Agency in Charlottesville, Virginia. When he joined FCR in 2014, he served as the Director of the Head Start and Early Head Programs. In 2018 he was named both Head Start Director and Executive Director of the organization.

In addition to his duties at FCR, Mr. David currently serves as the President of the North Carolina Head Start Association, Board Member for Region IV Head Start Association and was recently appointed by Governor Roy Cooper to serve on the Early Education Council for the State of North Carolina. Mr. David is passionate about providing high quality early childhood programming that will enhance the quality of life for children and families.
